The Constable's Office is a full-time office dedicated to provide the general public and professionals with prompt service and professionalism.
 
This office is conveniently located steps away from the Lawrence District Court in Lawrence, Massachusetts. Our officers are sworn and well-trained in the area of serving and executing civil processes.
 
Our senior Constable, Giovanni Bloise-Freyre has been in the law enforcement field for over 15 years. In 1992 Constable Bloise-Freyre served the City of Haverhill as an auxiliary police officer. In 1993 he was appointed as constable for the City of Haverhill. and a few years later, he was appointed in the City of Lawrence, Methuen and Lowell. During the past years, Constable Bloise-Freyre earned a Bachelor's Degree in criminal justice from Franklin Pierce College. He also graduated from the Reserve Police Academy at Reading, MA. and has earned many others law enforcement trainnings. Constable Bloise-Freyre is a former sworn police officer (Special State Police Officer), member of the Massachusetts Police Association and formely employed as an On-Call Campus Police Officer at Merrimack College Police Department. To preserve his police power, Officer Bloise was required to attend in-service training twice a year, required by the Massachusetts State Police. Such trainning consist of legal updates, re-certifications and defensive tactics. Constable Bloise-Freyre is also appointed as Federal Process Server by the US District Court.
 
In 1996, Constable Bloise-Freyre met his wife and partner Julie M. Bloise-Freyre. Julie was then appointed as a constable in 1999. She is a graduate of Southern New Hampshire University where she earned a Bachelor's Degree of Science in Business Administration. Julie is also a gradute from the Massachusetts School of Law, where she earned a Juris Doctor in 2007. Julie and Giovanni Bloise-Freyre have been happily married since December 31, 2000 and working together for the past ten years.
